The overseas service of Radio Republic Indonesia called voice of Indonesia has to improve its capacity to accomplish the mission to serve international audience by enhancing the ability of its broadcaster. To accomplish the mission voice of Indonesia has to produce and broadcast good news program to meet the demand of the international listeners who listen to English program. To cop with the goal, the news editors who are responsible to produce news bulletin have to has high ability to do their duty. The study is aimed at finding out the problems of the editors in producing good news and what kind of training is needed. Subsequently to this, the effective training materials are to be observed and designed based on the framework of the course as the blueprint of training. To find out the problems to researcher has done the qualitative research in 3 steps, firstly observed the real condition within voice of Indonesia especially the English News bulletin, secondly used questionare to know the problems of the editors and interview the stakeholders namely the English program listeners live abroad and the member of supervisory broad as well. The next steps has been taken are discussing the finding of the research, deciding the framework of the course, outlining the syllabus and, finally designing the training materials for English news editors of the voice of Indonesia.
