This research is intended to develop thematic English materials for third grade Public Elementary School of SDN Lubang Buaya 11 Pagi, East Jakarta. In order to create effective teaching materials, it needs some sequence steps. They are doing need analysis, mapping the theme and content learning, designing syllabus, developing materials, and implementing the materials.
R&D was the methodology used in this study and the instrument used in need analysis was questionnaire and interview. The instruments were collected from two classes of third grade: IIIA and IIIC, three third grade classroom teachers, one English teacher, and a headmaster of SDN Lubang Buaya 11 Pagi. The result of questionnaire and interview from need analysis and the theory of principle in developing materials showed a number of topics which were supposed to be developed and to be taught in the classroom. Both of them also became the foundation to create theme and content learning, designing syllabus, and finally developing the thematic English teaching materials to be a course book.
