This study is aimed to investigate English teachers of Junior High Schools in
Kota Serang in constructing syllabus – based reading comprehension construction, test specifications – based reading comprehension construction, multiple choice design, types of questions used of the first semester summative test in academic year 2011/2012, and the content of lesson plan. Qualitative method is used in this study with case study as an approach. There are 6 schools as sample to gather the data. All schools are state Junior high schools in Kota Serang taken by random sampling. Thus, the writer focused on teachers from SMPN I Kota Serang, SMPN 4 Kota Serang, SMPN 2 Kota Serang, SMPN 11 Kota Serang, SMPN 7 Kota Serang, and SMPN 6 Kota Serang. From the teachers, the writer obtained some documents related to teaching learning process such as syllabus and lesson plan. Besides, the writer got the English summative test from teacher’s group of English field study. The data analysis were done by grouping the data, making a detail description, and interpretating the data. The research findings indicate that (1) There is material in summative test which is not appropriate with the syllabus and 83% the syllabus that teachers have is the same in content, (2) English summative test consists of 90% reading comprehension questions, 5% vocabulary questions, and 5% knowledge questions, (3) the questions cover cognitive aspects C1 (knowledge), C2 (comprehension), and C3 (application).
