This research aimed to measure the effect of pedagogical competence and professional competence on students' learning English achievement at twelfth grade of senior high schools in Kupang. This research used survey method with the respondents of 29 English teachers and twelfth grade students' achievement in senior high schools in Kupang. The method of data collection was questioners used to measure the pedagogical competence and the professional competence of English teachers, while the data about the students' English achievement is collected from documentation which consist of the average scores of national final examination for English subject of the students grade twelve. The result of this research showed that the pedagogical competence and the professional competence had effected on students' English achievement at Grade twelve at senior high schools in Kupang
