This study is qualitative on designing EOP materials for 1st year students of immigration academy Jakarta. The objectives of this study are to identify the students' needs in learning English through needs analysis and to design the materials suitable for the first year students of immigration academy (AIM). The research was conducted at AIM Jakarta and Soekarno-Hatta (Soeta) International Airport. The sources of data are from five data collection methods. First, questionnaires were given to the 58 students of AIM and 15 immigration officers at Soe-Ta Airport. Second, observation was conducted at Soe-Ta airport. Third, interview was delivered to 4 immigration officers. Fourth, discussion was conducted to the 58 firs-year students of AIM and fifth, and fifth, test was given to 60 first-year students of AIM. From the data analysis, English occupational purpose materials for first-year students of immigration academy contains of what students' needs at the workplace. It is concluded that English materials which are suitable for First-year students of immigration academy are as follows: greeting passengers, asking for information, or about their plans, responding to questions, giving directions, giving information, also informing rules.
