This research is intended to design English materials for Vocational High School students at State High School (SMKN) 5 Tangerang. In order to create effective teaching materials, it needs some sequence steps. They are doing need analysis, writing the draft of coursebook, designing syllabus, piloting a sample unit, designing materials, and implementing the materials. The qualitative method was used in the study and the instrument used was questionnaire to get the data. The questionnaires were given to 24 students, 10 alumni, the principal of school, and 2 companies where the alumni work after they finished studying from the school. The results of the questionnaires from need analysis and the theory of principle in designing materials showed the kind of topics which where supposed to be elected and to be taught in the classroom. Both of them also became the foundation to design course framework, syllabus, and finally created the teaching materials
