This research employed research and Development (R&D) design. In the research stage, the researcher did needs analysis to 28 students, 6 alumni, a school administrator and a company. Based on the result of the research, the proposed syllabus is developed by implementing the combination steps of Richard's Model on Course Development (2001: 145-167) and Yalden's Language Program Development (1987:88). The combination steps cover four stage: (1) doing the needs survey; (2) designing syllabus based on the modification of Richard's model on course development; (3) validating the syllabus draft by experts; (4) doing the tryout of the product. The format of the syllabus consist of following aspects: (1) competence standard, 2) basic competence, 3) indicator, 4) materials, 5) learning activities, 6) assessment, 7) time allotment and 8) learning source or media. It was validated by experts (team teaching) in English syllabus for maritime vocational high school to check the appropriateness of the topics in the proposed syllabus. Further verification was conducted by trying-out the proposed syllabus involving the team teaching to make lesson plans based on the proposed syllabus
