The preliminary study revealed that 80% of the students could not speak English, and 90% of the were not able to write a composition well and 98% could not also write any written questions in English at grade 10.3 of 97 senior High School Jakarta. There were some problems which made the students unable to communicate in English. Two of them were the materials and method. The objective of this study was to design an English textbook so well that the students are able to communicate in English. the method which was used to design the materials was grounded theory in order to find and to meet what material and method would really need to develop the students' English communication skills. The textbook was also prepared to make the students express their English orally and think it over grammatically.
