This thesis aims to investigate the needs in a course called Paragraph Writing in a university in Karawang, West Java and proposed a syllabus for the course. The research instruments used in this case study research were writing test, questionnaire, classroom observation, and interview. The results showed the target of the course, the students‟ problems and the teaching approach and strategies for the course. The syllabus that meets the needs analysis result is mixed syllabus, i.e. predominantly a functional syllabus mixed with a structural syllabus. The content of the tentative-syllabus was designed in
such a way according to the needs analysis result and chosen approach, focusing on the five genres (narrative, descriptive, procedure, cause-effect, and comparison-contrast) as the main topics. Additional materials like sentence construction, writing mechanics, paragraph coherence, reading, and using dictionary were added to the main topics. Regardless its limitation, this present study serves as information and basis for future researchers concerned in developing syllabus for basic writing course in higher education, as well as for those interested in developing materials for the same course in the same setting.
