This study is aimed to invesitagate English teachers’ strategies and challenges in promoting students’ HOTS (Higher-Order Thinking Skill) during the online learning. The popularity of Online Learning in Indonesia had been increasingly popular due to the effect of Covid- 19 pandemic situation. The condition has caused education system shift where the teachers are now adapting the situations into digital literacy by implementing the online learning. The teachers get new challenges about carrying out the learning objectives to promote higher-order thinking skills (HOTS) in the online learning to achieve Indonesian educational goals. The study was carried out using descriptive qualitative design through two types of observation in syncronous and
asynchronous mode, interview, and document analysis. The participants of the study were five english teachers from two private school in Jakarta which use full online learning during the pandemic. The data were analyzed and adapted from Kauchak and Eggen (1998). the study revealed that most teachers used variation of strategied during the online learning. Most of the strategies used by the teachers showed the skills promoted toward the students in the online learning are analyze, evaluate, and create skills based on Bloom’s Taxonomy Level of Thinking. On the other side, teachers encountered three challenges in developing the strategies, namely: unmtivate student, limited time and poor connection. In this light, it is necessary to know teachers’ challenges in delivering online learning lesson and their strategies.
