The objectives of the research are to know the role of WhatsApp implementation in developing learners’ speaking skilll and to find out the learners’ perception about the role of WhatsApp and its challenges during using it. .This research design was qualitative research with mix method they were quantitative and qualitative descriptive at the Ministry of Health Republic of Indonesia. The participants of this research were 15 learners. They were consisting of 2 male and 13 female employees of Data & Information Centre Division. The data collection techniques in this research were presentation as speaking test, observation, questionnaire, and interview. The questionnaire was applied for fifteen learners and interview was done for nine selected learners. The data collective and analysis used qualitative data which was supported by quantitative data. This research was done from the October to November 2017. The finding of the research showed that the implementation of WhatsApp developed learners’ speaking skill effectively and it even increased the learners’ confidence to speak up naturally in front of people. It can be seen from the finding of students score from speaking rubric assessment. The data showed the learners’ speaking scores were developed. The learners could present their topic about self and hometown confidently which was talking about culture, tradition and habit. It showed through their recorded performance on English presentation.
