The purpose of this qualitative study is to investigate: 1) What are the needs of the Civil Engineering students of UMT in learning English?; 2) How is the syllabus designed for the Civil Engineering students of UMT? ; 3) What materials which are necessary to improve the English competence of Civil Engineering students of UMT? The participants of this research will be students of Civil Engineering faculty in University of Muhammadiyah of Tangerang (UMT), The English Lecturer, and the Head of Civil Engineering Department who owns a construction company. Despite of the importance of mastering English, most students in Civil Engineering faculty are lacking of English skill. Compared to other engineering department students, the Civil Engineering students considered to be one of the lowest achieving in English. To solve the problem, the researcher intends to design a new syllabus by doing a series of needs analysis regarding students needs, lacks, and wants based on Munby’s framework adapted by Hutchinson and Waters. Class observation, questionnaires, and interview are the research instruments that will be used by the researcher to collect the data. The needs analysis activities will be administered involving students, lecturers and stakeholders. The data collected will be transcribed and analyzed along with the theoretical framework, and also related research. Finally, after analyzing the data from theoretical perspectives and related researches, it is expected that the research can provide not only a comprehensive discussion but also conclusion and suggestion of the study regarding English syllabus design and teaching materials for UMT’s Civil Engineering.
