This research reports various types of learners needs in relation that relevant with the syllabus and materials for students as EOP (English for Occupational Purposes) at Management of Informatics program. This research employed a qualitative research design and the method applied was Education Research and Development (R&D). The aim of this research is to establish a syllabus production for an EOP course in AMIK Purnama Niaga Indramayu by determining the needs of the course participants. The thesis consists of introduction, theoretical framework, research methodology, data analysis and discussion, conclusion and suggestion. The first chapter, the introduction, explains the problems faced for writing the thesis and the concept of EOP. The second, theoretical framework, explains the theories from several experts that include definition and categorization of syllabus and materials given. The next chapter was the research methodology, this research represents a Research and Development, which was conducted among 20 students to obtain the necessary information about the students‟ expectation and the aspects of language needs of the syllabus and their learning preference. The data were obtained from the students for six meetings. The first finding reveals that that the researcher employed the nineteen questions about the needs of the students. The questions that distributed to the students show that students‟ need was the most important strategy in gaining the data for the syllabus. The second finding reveals that the syllabus and materials given after the implementation were relevant to the needs of the students. The result implied that the syllabus implemented well in the classroom therefore the researcher could make a module that was the implementation of final syllabus.
