This study began with the learners’ problems in speaking ability by identifying the learners' needs to develop the material and the communication model as learning activities for teaching speaking. The objectives of this research were to find out (1) the learners’ needs in designing of speaking materials; (2) the stakeholders’ needs from teaching speaking; (3) the principles of teaching speaking; (4) the principles of designing materials; and (5) the process of designing of speaking materials. This research was conducted at fourth semester learners at Secretary Program at Politeknik Perdana Mandiri Purwakarta from March to December 2013 by employing a descriptive case study with research design; need analysis, course framework, syllabus design, material design, implementation of the units, and evaluation the syllabus design by using triangulation; observation, interview, and documentation in collecting the data that was classified, categorized, analyzed, and summarized based on the research questions. The data analysis and discussion of the findings were (1) doing need analysis as a crucial step to meet learners’ needs and stakeholders’ needs (2) teaching the input; listening and reading before teaching the output; reading and speaking was needed (3) recognizing the principles of designing materials to give learning experiences and real world (5) determining the instructional design process in implementing the materials was needed to achieve the learning objectives. Briefly, the research designed of speaking materials; (1) the tasks and responsibilities of a secretary as the topics, (2) simulation by games and plying a role as the learning activities, (3) making presentation as one of the tasks, (4) teaching vocabulary, pronunciation, and grammar as aspects needed, (5) communication skill model as the the technique of teaching, and (6) instructional design process as the guidance in implementing in the class. It is named SEDAP (Simulation, Encoding, Decoding, InstructionAl, Process).
