Newspaper as part of mass media continuously give the public not only information, but also inspiration. In the case, the quality of news should be considered. The publics expectation of accurate and proportional or news given to the public should be fair, objective, accurate, balanced and able to separate opinions from facts. In relation with this, it is important to refer to media work system, one example is 'balance' aspect, which can be done by providing statement from two different interviewees having different opinions and points of vie, so that the media can fulfill cover both side aspect as one of the requirements for releasing news. The theories used in this study are; first, Social responsibility theory, which requires the press to do their duties responsibly, that is by reporting merely objective news to the public; second, Correspondence truth theory, which explains about the ethnic of the press and accuracy of news contents. The result of this study showed the balance aspect was implemented in the news 'Cabinet Reshuffle' in Kompas and Republika. Moreover, both Kompas and Republika also gave opportunities to the President, vice president, political and non-political parties, ministers connected with the issue, and regional representatives councils to state their opinions about any issues related and regional representatives councils to state their opinions about any issues related with "Cabinet Reshuffle".
