The result of this research is to, describe the importance of Civil Servants as a main element of human resources of state apparatuses who have strategic roles in the implementation of duties of the government and development. The civil servants, required the efforts to achieve the national goals, are those who are highly competent, faithful and obedient to the Pancasila, the 1945 Constitution, and the republic of Indonesia. The civil servants are also those who are professional, virtuous, efficient,effective, and those who realize their responsibilities for being state apparatuses, being servants of the community and being servants of the state in the democratic nation of law. In the context, this report focuses on the development of the state apparatuses, especially in the Department of Public Works through the education and training of public works. There are two related parties in the development of the Department of Public Works apparatuses. The first party is the leaders who supervise the apparatuses. The leaders understand the development of their subordinates. The second party is the center for education and training of the Department of Public Works. The center is responsible for the implementation of the education and training. This study concludes that there is a relationship between the education and training and the improvement of professionalism and competence of the apparatuses in the Department of Public Works. After following the education and traaining, the apparatuses are able to carry out their duties really well and even more efficiently and effectively. The improvement of professionalism and competency is on the technical competency of the public works.
