Indigenous people in Padang still have occupation of ulayat land as: (1) ulayat nagari land (2) ulayat kaum land (3) pusaka land. The lands have no certificate as legally registered because: (1) status of ulayat land and (2) unable to pay register. The method of this research apply study of yuridis sociology and anthropology. The novelty of this research find out : (1) almost 45 years agrarish law existed , many people still have lack of understanding about registering procedure (2) there is other party having any building on the ulayat land by person permitted and (3) change of occupation right of ulayat land may be caused by building activities and sold by indigenous owner.
