Leadership already existed thousand years ago. research of leadership assumed that situation showed the important part in the effectiveness of leadership. That why in order to be effective, leaders should have different ways in the different conditions. The next research assumed that a leader was the important part to create the effectiveness for both attitude and environment. early of 1980, leadership perspective aimed to strategic leadership that emphasized on the vision, motivation, and control through the values in the culture that could be adopted. The leaders were useful for their organization and their followers. The writer visited and did some interviews with the political leaders to find out more information in line with the research topic. The research was held in April - May 2006. The important thing to develop by a successful leaders was the ability to create positive and conducive circumstances in the organization.The elements were legitimacy, justice, integrity, visionary, role model, succession, fairness firm attitude in giving reward and punishment to the followers.
