Abstrak
Ulama or the religius intellectuals play an important roles in the social change process. Ulama, in this case, because of his intellectual power and moral integrity, have a powerful influence to direct, to guide, and also mobilize people as the ummah. The quality of the ummah will be encloured and affected by the role of ulama themselves. Ulama as the agent of islamic civilization, actually, have a specific task in writing or disseminating the tafsir Al-Qur'an. But, such missionary roles, in fact, are not functioned proportionally today. The writer of this article, analyzes some factors faced by ulama in a case of writing and disseminating the tafsir. First, psychological constraints dealing with tendencies of "the unwillingness" of the ulama to write the tafsir due to the sense of responsibility and sense of being afraid of mistakes. Second, the technical constraints regarding to the writing skills mastered by the ulama. Third, motivational constraints concerning with the lack or low of material (financial) support, concentration, and motivation encouraging to write the tafsir.
